Answer: I would think that a closed-back headphone would be better for ham radio. Open-back headphones sound better with music, which I use; mine for music is heaven with the Sennheiser HD 650. So, I would look into getting a pair of closed-back Sennheiser Headphones unless you want the 650s for music; also, then go with the Sennheiser 650; for Ham Radio, get a closed-back pair.

Answer: Yes, it will work, but it doesn’t get super loud. I wouldn’t recommend the Sennheiser HD 650 if you use it primarily with an iPhone or iPad. On the other hand, the HD 650s are open-air, so those around you will hear your music, and you will hear the noises around you pretty quickly.
